Believe it or not...head coverings very like yours are very common sights in Thailand.
Many Thais believe illness comes into their body through their head when it gets wet from rain. So, at the first indication of rain, folks pull [usually tight] plastic bags overtheir heads to keep the illness out.

The sight of folks moving about in the rain with their heads jambed into plastic bags always makes me chuckle...it reminds me of the aesthetically ludicrous condom and its latest marketing catch-cry.

"Dick-head" comes to mind when I see this image, Russell...and I do not mean it in a disparaging way.
"A black bag is an absolute necessity"
